Kieran provides expert evidence, testimony and reports in the fields of regulation, competition analysis and public-policy, including market design. He has served as an economic consultant on these matters for public agencies and private companies in over 15 countries in the Asia Pacific Region. Kieran co-founded and jointly leads Sapere. He is an expert lay member of the New Zealand High Court and serves as an International Arbitrator for the PNG Independent Consumer and Competition Commission.

Kieran holds a BCom and PGDipCom (economics) from Otago University.
